Norfolk Parkway Extension Alternative Corridor Evaluation Study
The City of Melbourne, in collaboration with the Florida Department of Transportation, is conducting the Norfolk Parkway Extension Alternative Corridor Evaluation (ACE) Study to identify and evaluate alignments for a new roadway corridor from Minton Road to St. Johns Heritage Parkway.
What is an Alternative Corridor Evaluation (ACE) study?
An ACE Study is an early-stage planning study that identifies, evaluates, and documents viable corridor alternatives. It evaluates fatal flaws, environmental constraints, mobility needs, and multimodal connectivity to determine which corridor alignments should advance into the Project Development and Environment phase.
Project Description
The Norfolk Parkway Extension project is proposed to provide a new connection between Minton Road, the eastern project limit, and St. Johns Heritage Parkway, the western project limit. As the project is predominantly within a City of Melbourne Mobility District, it is anticipated that a four-lane, divided, urban, arterial corridor will be developed to accommodate the projected future traffic demand including pedestrians and bicyclists. The project will consider new alignment corridors of approximately 200 feet in width. The study area was established to encompass potential future alignments and logical termini between Minton Road and St. Johns Heritage Parkway. The completed Norfolk Parkway is envisioned as a significant east-west divided corridor that will ultimately provide a connection from I-95 in Palm Bay to St. Johns Heritage Parkway in Melbourne.
The Norfolk Parkway Extension ACE Study began in July 2025. The data collection began in July 2025 and ended in August 2025. During the data collection, the traffic forecast and land suitability analysis was conducted. The development of the corridors was initiated in October 2025 and is currently ongoing. Throughout the study, agency working groups/corridor workshops and public meetings will be held. The corridor evaluation will be summarized in the final Alternative Corridor Evaluation Report (ACER) and the study will be deemed complete in January 2027 with the submittal of the final ACER to the Office of Environmental Management.
