On August 13, 2025, at approximately 6:45 PM, officers from the Melbourne Police Department responded to a report of suspicious activity at Oxford Ridge Playground, located in the 800 block of Croton Road.
Upon arrival, officers were directed by two juvenile witnesses, ages 10 and 11, to a male subject later identified as Jose Luis O’Neill Caraballo. The juveniles reported that the suspect had been lying on his back within the playground area and engaging in a lewd act while watching them. Recognizing the behavior as unlawful, the children promptly contacted authorities.
As officers arrived on scene, O’Neill Caraballo attempted to flee. Despite verbal commands to stop, he continued to resist apprehension. Officers were able to detain him after a brief pursuit and placed him into custody without further incident.
Based on witness statements and the responding officer’s observations, Jose Luis O’Neill Caraballo was charged with the following:
The suspect was transported to the Brevard County Jail and turned over to corrections personnel. The Melbourne Police Department commends the swift and courageous actions of the young witnesses and remains committed to ensuring the safety of all members of our community, especially our children.
