CHARACTERISTICS OF THE CLASS
Under the general supervision of the Water Reclamation Plant Supervisor, performs skilled technical work in the operations and maintenance of water reclamation facilities. Incumbent is responsible for supervision of facility staff engaged in various aspects of the plant and equipment operations. Incumbent is expected to exercise sound judgment and initiative in evaluating and resolving maintenance and operational problems. Work is reviewed through records and observation of results obtained. Individual also performs other work as required.
EXAMPLES OF DUTIES
A. ESSENTIAL FUNCTIONS
Supervises, evaluates and assigns duties to operations and maintenance staff.
Responsible for collection of wastewater and biosolids samples to assure compliance with regulatory requirements.
Willingness and ability to respond to emergency situations and participates in the Division’s On-Call program.
Responsible for the performance of chemical analyses, physical and laboratory testing for process control and regulatory compliance.
Responsible for maintaining accurate records and logs. Prepares reports as necessary.
Responsible for the operation and routine maintenance of and repair of equipment and machinery, cleaning and other mechanical equipment to maximize wastewater treatment process train efficiency.
Evaluates diagnoses, troubleshoots and prioritizes the repair of all equipment.
Responsible for procurement of parts or supplies necessary for effective and efficient repair of facility equipment.
Responsible for the adherence to safety practices and procedures by Staff on an assigned shift.
A. TRAINING AND EDUCATIONPossession of high school diploma or G.E.D., preferably supplemented by college level course work in mathematics, engineering or the sciences; four (4) years’ experience in the operation and maintenance of a wastewater/water reclamation facility; possession of a Class "A" Wastewater Treatment Plant Operator License as issued by the State of Florida. Must possess and maintain a valid State of Florida Driver's License. Applicants without a Florida Driver’s license must obtain one within 10 days of hire.
B. KNOWLEDGE, SKILLS AND ABILITIESKnowledge of various steps utilized in water reclamation processes and troubleshooting of process upsets.
Knowledge of process control, regulatory compliance, state laws, testing, and analysis procedures.
Knowledge of occupational hazards and appropriate safety procedures.
Knowledge of basic supervisory principles and practices.
Ability to establish and maintain effective working relationships with co-workers, supervisors, other City Divisions and the general public.
Ability to effectively communicate orally and in writing.
Skill in the use of a personal computer and various application programs, including SCADA/PLC systems, CMMS, Hach Wims and the ability to input and extract information for reports from various programs.
C. PHYSICAL AND MENTAL REQUIREMENTS
Ability to work and operate vehicles (i.e., pickup, van, etc.) at night and during inclement weather.
Ability to hear, speak and understand conversations in English in a normal tone of voice either in person or by telephone.
Ability to use senses including sight, smell, hearing and touch in the evaluation and troubleshooting of malfunctioning equipment.
Ability to see and read prints, letters, numbers, words, characters and symbols which are both large and small.
Ability to walk or sit for periods of up to one (1) hour.
Ability to print and draw letters, numbers, words, characters, diagrams and symbols. Must be legible and understood by others.
Ability to use small hand tools which require the use of hands, wrists and fingers. Dexterity including find motor skills are required.
Ability to move from a standing or sitting position to a bending, kneeling or squatting position and vice-versa periodically.
Ability to learn complex tasks and remember how to complete tasks without assistance once trained.
Ability to verbally communicate in person and by telephone.
Ability to perform data entry tasks on a computer.
Ability and willingness to climb stairs and ladders up to 50 ft. to inspect and or repair equipment.
Ability to lift, carry, push and pull items weighing up to 20lbs over uneven terrain, up and down stairs and/or ladders.
Ability to lift and/or carry items which are awkward to grasp or hold onto.
Ability to work in undesirable conditions which include heat, humidity, wetness, cold, dust, dirt, excessive noise and/or odorous environments.
Ability and willingness to enter and work in confined spaces as necessary when provided adequate safety devices.
Ability to work around various hazardous chemicals and materials.
