The programs summarized
below are
offered through the
City of Melbourne's Housing and Community Development Department. The Department administers a variety of programs
funded by federal and state funds with the goal of improving the
quality of life for Melbourne's low-income residents and low-income neighborhoods. The
programs range from housing assistance to code enforcement activities, demolitions,
neighborhood public facility improvements, and funding
assistance to a variety of social support agencies.
Eligibility for programs administered
by Housing and Community Development Department is determined by factors
including income levels. Federal and state guidelines are used to
determine if a household can be classified at a "low income"
or "very low income".

qualifying income levels.

Purchase Assistance
Program
(PAP)
Funds are available to eligible very low- and low-
income
homebuyers for down payment and closing costs, and repair assistance in the
purchase of existing homes located in the City of Melbourne.
Funding is also available for down payment and closing costs in the
construction of a new home. Maximum assistance for very low-income
persons is $45,000; for low-income persons is $35,000. An
additional $5,000 is available for code-related repairs, regardless
of income level, when purchasing an existing home. |

Homeowner Housing Rehabilitation Program
Funds are available to eligible very low- and low-income
homeowners for the rehabilitation of owner-occupied dwelling units.
Maximum assistance per unit is $60,000. |

Homeowner Housing Reconstruction Assistance Program
Funds are available to provide assistance to very
low- and low-income homeowners whose homes are substandard and not suitable
for rehabilitation under the Housing Rehabilitation Program. Maximum
assistance is $75,000 for the
construction of a new home on site. Assistance includes demolition
of existing home and relocation expenses. |

Tenant Assistance Program
(TAP)
Funds are available for rental security and
utility deposits for very low-income renters. Maximum assistance per
renter is $730. |

Funds are available to owners on a 50:50 matching
basis for the rehabilitation of rental dwelling units affordable to
very low- and low-income households. Maximum assistance per unit is $15,000. |
