CHARACTERISTICS OF THE CLASS

Under the general direction of the Water Reclamation Superintendent, performs a wide variety of technical, administrative and supervisory tasks that require the application of independent judgment and the knowledge of laws, regulations, and policies relating to the operation of a modern Water Reclamation facility within a local government entity.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Responsible for the processing, generating and maintaining Water Reclamation Division operational and administrative records, including payroll and personnel records. Researches and compiles data and prepares reports as required by Administration.

Assist Superintendent and Supervisors with record retention/storage in accordance with DEP/EPA regulations. Maintains database of Operational data. Assists in updates of SOP manuals for operations, maintenance, laboratory, safety and regulatory compliance.    

Assist Supervisors with the procurement of Capital equipment, orders and schedules chemicals, as directed by supervision. Assures such purchases are in accordance with Purchasing rules and regulations.    

Prepares budgets for Administrative review and approval.

Tracks utilization of funds throughout the year, including the processing of Requisitions, Purchase Orders and invoices.

Gives general direction and supervises secretarial staff within the Water Reclamation Division.

Other duties as required.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

High school diploma, G.E.D., or equivalent Certificate of Competency, Associate of Arts Degree preferred with courses in advanced math and science. Two years experience with a Computer Maintenance Management System (CMMS) preferred. Must have increasingly responsible office experience including personal computer operation with word processing and advanced knowledge of spreadsheet applications. Must be able to type with speed and accuracy. Must possess a valid State of Florida Driver's license.

B.    KNOWLEDGE, SKILLS AND ABILITIES

Advanced knowledge of administrative activities associated with the operations of the Water Reclamation Division.

Knowledge of operations, maintenance and laboratory activities associated with a water reclamation facility

Knowledge of State and Federal rules, regulations and requirements related to wastewater, sludge and reclaimed water.

Advanced knowledge and skills in the use of a computer and various application programs, including Microsoft Excel, OpsWin, Infor EAM, Microsoft Word.     

Ability to maintain records and to prepare reports from such records.
    
Ability to understand and communicate the policies, procedures and services of the Division to co-workers, vendors and the general public.

Ability to understand and adhere to the City’s purchasing policies and procedures.

Ability to evaluate, prioritize and accomplish tasks in an independent manner consistent with Division goals and objectives. Ability to work under deadlines.
    
Ability to establish and maintain an effective working relationship with other employees and the general public.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Ability to speak, hear and understand conversations in English in a normal tone of voice, both in person and by telephone.

Ability to learn, understand and remember normal tasks.
    
Ability to see and read letters, numbers, words, characters, or symbols which are both large and small, as well as identify colors.

Ability to work around chemicals used in the operations and maintenance of the water reclamation facility and facilities.

Ability to type on computers for extended periods of time and at a fast speed.

Ability to print and draw letters, numbers, words, characters, and symbols which are legible and understood by others.

Ability to lift, carry, push or pull items weighing up to 25 pounds over uneven terrain, up/down stairs or ladders.

Ability to lift items (weighing up to 25 pounds) above the head or down from over the head from a standing position.

Ability to stay in a bending, kneeling, or squatting position for periods up to 10 minutes.

Ability to go from a standing or sitting position to a bending, kneeling, or squatting position, or vice-versa, periodically.

Ability to learn complex tasks and remember how to complete these tasks without assistance once trained.

Ability to work in a high paced environment with noise and constant interruptions.
