CHARACTERISTICS OF THE CLASS

Under the general direction of the Assistant Water Reclamation Superintendent, performs responsible professional, specialized, and supervisory work in the wastewater treatment field. Work involves responsibility for performing and supervising the performance of various compliance laboratory activities and tests. Incumbent is responsible for the quantity and quality of tests and analysis performed in the laboratory related to the operation of the wastewater treatment facilities.

Duties also include the development and implementation of wastewater treatment related safety practices as prescribed by OSHA, standards of the industry and/or City Policy.

Responsible for the general administration of the Industrial Pretreatment Program.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Supervises and/or performs a wide variety of chemical, organic and bacterial tests associated with the operation of the wastewater treatment facilities.

Prepares and/or supervises the preparation of solution, culture, media, and reagents used in chemical and microbiological tests.

Supervises the use of laboratory equipment; responsible for the maintenance and calibration of all laboratory equipment in the main lab and operator's laboratory; arranges for repairs as necessary.

Maintains and/or supervises the keeping of proper records and data; reviews all data; evaluates results.

Assigns work tasks to laboratory technicians. Provides training of co-workers and laboratory technicians as necessary.

Responsible for calibration, standardization, routine maintenance and repair of on-line analytical field instrumentation. Maintains logs reflecting above activities on each piece of field equipment.

Responsible for sampling and coordinating the analysis of monitoring wells in accordance with regulatory requirements.

Responsible for the inspections and/or sampling of industrial contributors to the sanitary sewer system as dictated by the City's Industrial Pretreatment Ordinance.

Provides planning and accurate projections of in-house and contractual laboratory analysis costs for budgetary purposes.

Responsible for maintaining adequate supplies and reagents to assure the timely completion of regulatory and operational analysis.

Establishes the quality control and quality assurance plans necessary to maintain laboratory certification by the State of Florida Department of Health and Rehabilitative Services.

Responsible for establishing and maintaining proper chain of custody procedures to ensure sample and analysis integrity.

Prepares and assists in writing safety procedures for laboratory, operational, mechanics, electrical and maintenance functions within the Division.

Develops, schedules and/or conducts employee safety training for all trades, tasks and functions in the Wastewater Treatment Division.

Coordinates all functions related to safety with other Divisional supervisors.

Performs and documents, thorough safety inspections for both facilities.

Develops and maintains Divisional Safety Policy and Procedure Manual MSDS books and records as required by State and Federal Safety Regulatory agencies.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

A Bachelor's degree with major course work in Biology, Chemistry or a related field, supplemented with three (3) years experience in a State certified environmental laboratory at a supervisory level.

Certified in wastewater industry related safety concerns where applicable. Such as,
-    Incident investigation and reporting
-    Preparing for plant emergencies
-    Lockout/Tagout
-    Bloodbourne Pathogens
-    CPR/First Aid
-    Respiratory Protection
-    How to develop a safety program
-    Confined space entry

Possession of a valid Florida Driver's License.

B.    KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of scientific principles, theories and practices in a wide range of analytical analysis, tests and procedures used in a modern wastewater treatment plant laboratory.

Knowledge of preparing solutions, culture, media and reagents used in laboratory and field procedures, tests and analysis associated with wastewater treatment facilities operations.

Knowledge of State and Federal rules, regulations, laws and standards related to wastewater treatment industry.

Knowledge of occupational hazards and necessary safety precautions applicable to the wastewater treatment industry.

Knowledge of modern management methods and supervisory procedures.

Ability to keep required records and accurately log resulting readings of tests and analysis performed.

Ability to establish and maintain effective working relationships with subordinates, supervisors, City officials and the general public.

Skill in calibrating and operating modern analytical instruments and general laboratory equipment.

Skill in the use of a personal computer and various application programs.

Ability to work regularly scheduled hours.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Ability to operate vehicle, i.e., pickup, van, etc.

Ability to hear, speak and understand conversations in English in a normal tone of voice, both in person and by telephone.

Ability to use senses including sight, smell, hearing and touch in the evaluation of industrial/commercial contributors as well as city facility inspections.

Ability to see and read prints, letters, numbers, words, characters and symbols which are both large and small. Binocular vision required for the calibration of instruments.

Ability to correctly identify colors and hues, tints and shades of colors by sight.

Ability to stand or sit for periods of up to three (3) hours.

Ability to walk for up to one (1) hour. Ability to climb stairs.
 
Ability to print and draw letters, numbers, words, characters, diagrams and symbols that re legible and easily understood by others.

Ability to use small hand tools which require the use of hands, wrists and fingers. Dexterity, including fine motor skills required.

Ability to move from standing or sitting position to a bending, kneeling or squatting position and vice-versa periodically.

Ability to learn complex tasks and remember how to complete tasks without assistance once trained.

Ability to verbally communicate in person and by telephone.

Ability to perform data entry tasks on a computer.

Ability to remove and replace manhole covers weighing up to 140lbs with assistance using hand tools.

Ability to lift, carry, push and pull items weighing up to 50 pounds over uneven terrain.

Lift and/or carry items which are awkward to grasp or hold on to.

Lift items weighing up to 40 pounds above or down from over the head.

Ability to work in undesirable conditions such as heat, humidity, wetness, cold, excessive noise and/or odorous environments.

Ability to work around various hazardous chemicals and materials.

Ability to be and willing to enter and work in confined space as necessary when provided adequate safety devices.
