CHARACTERISTICS OF THE CLASS

Under the general direction of the Water Production Superintendent, performs responsible technical and administration work in directing the activities of the City's water treatment plant and pumping stations. Work involves providing technical supervision and assistance to subordinates. Work is performed with considerable latitude and independence in decision making within established policies, rules, regulations, and guidelines. Work is reviewed through observation, reports, and for results obtained. Perform other work as required.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Assists Water Production Superintendent in directing the operations of the water treatment plant, chlorine stations, and booster pumping stations; serves in capacity of Superintendent during his absence.

Investigates treatment problems; assists Superintendent in developing methods, policies, and procedures to ensure efficient plant operations.

Plans, assigns, directs, and evaluates subordinates work and job performance; informs and advises Superintendent of all pertinent matters related to the operations of Water Production facilities; interview applicants for employment at Water Production Division.

Assist in establishing water plant priorities and scheduling projects; works with Superintendent and consulting engineers on the design of new water treatment plants or modifications of existing plant facilities.

Performs routine inspection of equipment, grounds, and overall condition of Water Production facilities. Establish safety procedures that ensure for a safe work place.

Prepares data and assist in the preparation of budget and operational reports.

Compile monthly chemical inventory, fuel inventory, engine hours, and tank drain reports; order all chemicals for water treatment process; responsible for annual fixed assets report.

Responsible for building maintenance and monthly auxiliary engine runs required by DER.

Schedule preventative maintenance on motorized vehicles, tractor mowers, push mowers, etc., and schedule operators for vacation and sick leave requests.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

High School diploma or other certificate of competency; possession of a Class "A" Water Treatment Plant Operator's certificate issued by the State of Florida Department of Environmental Regulation; five years experience in the management, operation, and maintenance of water treatment plants or an equivalent combination of training and experience. Must possess a valid State of Florida Driver's license.

B.    KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles, practices, and equipment of water purification.

Skill in the principles of chemistry as used in the chemical and bacteriological analysis of water.

Knowledge of modern management methods and practices.

Knowledge of the operation and maintenance of electrical, mechanical, chemical filtration, and related plant equipment.

Ability to plan, assign, and direct the work of subordinates.

Ability to maintain and prepare accurate operating reports.

Ability to establish and maintain effective working relationships with employees and the public.

Ability to work regularly scheduled hours in addition to occasional nights, weekends, and holidays.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Ability to hear, speak and understand conversation in English.
 
Ability to see, read and comprehend letters, numbers, words, characters, or symbols, as well as identify colors.

Ability to read and understand blueprints.

Ability to print and draw letters, numbers, words, characters, and symbols which are legible and understood by others.

Skill in interpreting the readings of test gauges and meters used in the operation of a purification plant and related stations.

Ability to operate automobile or pickup truck, operational lab equipment, and calculator.

Ability to make mathematical calculations and understand basic principles of chemistry.
    
Ability to see and work at night in dimly lit conditions as necessary and during inclement weather.

Ability to lift and carry items that weigh up to 50 pounds.

Ability to stand, sit, and walk for periods longer than 30 minutes but not to exceed 8 hours consecutively.

Ability to climb stairs four stories high.

Ability to climb ladders up to 35 feet high.

Ability to work in undesirable conditions including confined spaces, dust, dirt, heat, fumes, odors, noise, wetness, humidity, chemicals, high voltage, deep water, slippery surfaces, near moving parts, and walk over catwalks.

Ability to learn, understand, and remember normal tasks.
