CHARACTERISTICS OF THE CLASS

Skillfully operate medium and heavy construction equipment such as articulating hoe, backhoe, trencher, and tractor truck with lowboy trailer. Also have the ability to load, transport and unload such equipment on lowboy trailer. Position is under the direct supervision of Water Distribution Supervisor and/or Foreman. Position is part of Water Distribution Maintenance and repair crew and is expected to assist in aspects other than equipment operation if requested t do so.

Due to the nature of water distribution systems, it may be necessary at times to work through normal lunch and break periods of system customers are without service. However, these periods will be allowed either after service is restored or within an acceptable time frame as determined by job foreman. It may also be required at times to work unscheduled overtime in order to restore service. Performs other tasks as required.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Skillfully operates medium and heavy construction equipment such as backhoe, gradall, articulating hoe, tractor-trailer truck with lowboy, trencher, assorted heavy trucks, and other equipment necessary to construct and/or repair water mains, services, meters, valves, etc.

Assists as required with general construction and laboring tasks associated with the repair, maintenance, and construction of water distribution system.

Operates and maintains equipment in accordance with manufacturer’s instructions.

Loads and hauls fill excavated spoil, rock, marl, and other materials to and from job site.

Safely loads, transports, and unloads heavy equipment from “lowboy” trailer.

Transports equipment to and from job site on “lowboy” trailer pulled by 14-yard tandem axle dump truck.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

At least three years experience in the use and operation of heavy vehicles and heavy construction equipment, as they relate to construction and repair of water distribution systems. Must be able to perform periodic heavy manual labor under adverse conditions. Must have dependable safety and work record. Must have a valid Class A State of Florida Commercial Drivers License. High School Diploma or GED is preferred. Class C Water Distribution Technicians Certificate is preferred.

B.    KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of occupational safety rules, and practices, as they relate to heavy equipment, and water distribution repair/construction.

Skill to operate and perform routine maintenance on medium and heavy equipment.

Ability to both understand communicate oral and written instruction. Ability to both interpret and complete work order forms.

Ability to perform strenuous work in a variety of outdoor weather conditions.

Skill in the safe operation of medium and heavy equipment as it relates to the installation, repair, and maintenance of water distribution systems.

Skill in the safe operation of medium and heavy equipment in and around areas that have other underground utilities such as sewer and/or gas mains, telephone or TV cable, etc.

Knowledge of City water distribution system.

Knowledge of area roadways as they relate to weight restrictions, and heavy vehicles and/or equipment.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Good hand, foot and eye coordination as they relate to the safe and efficient operation of heavy construction equipment.

Ability to read and comprehend work orders, equipment/tool manuals, safety manuals, and other printed and/or written material as it relates to the job.

Ability to understand and comprehend area maps as they relate to location of water mains, services valves, and fire hydrants.

Ability to understand and comprehend basic math. Read, understand and utilize tape measurer.

Ability to identify and comprehend colors as they relate to traffic and/or road signs, safety equipment, utility markings, and other utility related materials.

Ability to hear and understand instructions given in the English language and spoken in a normal tone of voice. Hear basic instruction, approaching heavy equipment and/or verbal warning given by co-workers while working in immediate vicinity of heavy equipment that is in operation or in other noisy environments.

Ability to verbally communicate with co-workers and others in the English language face-to-face and over two-way radio.

Ability to write work orders, warehouse material requisitions, and vehicle service forms in a legible and understandable manner.

Ability to manually use shovel, wrenches, pick, rake, and other related hand tools in the efficient excavation, repair, backfilling, and subsequent area restoration of water mains, services, valves, fire hydrants, etc.

Ability to set up and operate pneumatic drive jackhammer, gas and/or hydraulic powered portable saws, pumps, and other associated tools that weigh between 25 lbs. and 100 lbs.

Ability to lift and carry (up to 100 yards) items weighing up to 50 lbs. Also, carry such items over uneven terrain. Load into and unload such items from vehicle. Carry and/or lower into and remove such items from ditches and/or manholes.

Ability to assist in the loading and unloading of water pipe and fittings up to 30” diameter.

Ability to mix concrete and work in areas with concrete dust, dirt, and other unpleasant surroundings.

Ability to enter and leave ditches by way of incline or ladder.

Ability to lift and carry items which are considered hard to grasp and/or hold onto. Hold items weighing up to 20 lbs. for extended periods. Walk over and around cluttered work areas and uneven surfaces. Climb up and down ladders. Work while standing on uneven and/or wet surfaces.

Ability and willingness to work during night and/or early morning hours or for extended periods when required.

Ability to work and perform manual labor for extended periods in all weather conditions.

Ability to perform periodic heavy labor as required.

Ability to maintain a professional attitude while working in close proximity with others in confined spaces and/or under situation of duress.

Ability to work in and around such damp, wet, and muddy conditions that are created by water main breaks and water service leaks.

Ability to give and understand assorted and various hand signals as they relate to the operation of heavy construction equipment.

Ability to frequently climb up and down from heavy equipment cab/seat.

Ability to operate heavy equipment for extended periods while being subjected to the vibrations, heat, fumes, and stress associated with such work.
 
Ability to receive directions and constructive criticism from departmental management.
