CHARACTERISTICS OF THE CLASS

Skillfully operate medium and heavy construction equipment such as backhoe, trencher, assorted heavy trucks and other.  Also have the ability to load, transport and unload such equipment on low boy trailer.  Position is under the direct supervision of Water Distribution Supervisor and/or Foreman.  Position is part of Water Distribution maintenance and repair crew and is expected to assist in aspects other than equipment operation if requested to do so.

Due to the nature of water distribution systems, it may be necessary at times to work through normal lunch and break periods if system customers are without service.  However, these periods will be allowed either after service is restored or within an acceptable time frame as determined by job foreman.  This position is required to participate and be part of a weekly after hours emergency standby callout roster.  While on call, employee must be able, ready, and available to report to the Operations yard within one hour of being called.  It may also be required at times to work unscheduled overtime in order to restore service.  Performs other tasks as requested.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Skillfully operates medium and heavy construction equipment such as backhoe, trencher, assorted heavy trucks and other equipment necessary to construct and/or repair water mains, services, meters, valves, etc.

Assists as required with general construction and laboring tasks associated with the repair, maintenance and construction of water distribution system.

Operates and maintains equipment in accordance with manufacturer's instructions.

Loads and hauls fill, excavated spoil, rock, Marl, and other materials to and from job site.

Safely loads, transports, and unloads heavy equipment from "low boy" trailer.

Transports equipment to and from job site on "low boy" trailer pulled by 14 yd. tandem axle dump truck.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

Minimum three years experience in the use and operation of heavy vehicles and heavy construction equipment, as they relate to construction and repair of water distribution systems.  Must be able to perform periodic heavy manual labor under adverse conditions.  Must have dependable safety and work record.  Must have a valid Class A State of Florida Commercial Drivers license with air brake endorsement or possess a Class A temporary permit and obtain a permanent license within 6 months of hire. High School diploma or G.E.D. is required.  Level 3 Water Distribution Operator license is preferred.  Applicants who possess an out of state Class “A” Commercial Driver’s license with an air brake endorsement must obtain the Florida license within 10 days of employment. Applicant will be selected based on highest score for hands on and written skills test.

B.    KNOWLEDGE, ABILITIES AND SKILLS

Knowledge and skill to operate computers, work order and preventative maintenance software to include Work, Excel, email and internet.

Knowledge and skill to navigate and maneuver through the City’s web based GIS mapping system.

Knowledge of occupational safety rules, and practices, as they relate to heavy equipment, and water distribution repair/construction.

Skill to operate and perform routine maintenance on medium and heavy equipment.

Ability to both understand and communicate oral and written instruction. Ability to both interpret and complete work order forms.

Ability to perform strenuous work in a variety of outdoor weather conditions.

Skill in the safe operation of medium and heavy equipment as it relates to the installation, repair and maintenance of water distribution systems.

Skill in the safe operation of medium and heavy equipment in and around areas that have other underground utilities such as sewer and/or gas mains, telephone or T.V. cable, etc.

Skill in the safe operation of large dump trucks while pulling a trailer loaded with equipment.

Knowledge of City water distribution system.
    
Knowledge of Area roadways as they relate to weight restrictions, and heavy vehicles and/or equipment.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Good hand, foot and eye coordination as they relate to the safe and efficient operation of heavy construction equipment.

Ability to read and comprehend work orders, equipment/tool manuals, safety manuals, and other printed and/or written material as it relates to the job.

Ability to understand and comprehend area maps as they relate to location of water mains, services, valve, and fire hydrants.

Ability to understand and comprehend basic math. Read, understand and utilize tape measurer.

Ability to identify and comprehend colors as they relate to traffic and/or road signs, safety equipment, utility markings, and other utility related materials.

Ability to hear and understand instructions given in the English language and spoken in a normal tone of voice. Hear basic instruction, approaching heavy equipment and/or verbal warning given by co-workers while working in immediate vicinity of heavy equipment that is in operation or in other noisy environments.

Ability to verbally communicate with co-workers and others in the English language face-to-face and over two-way radio.

Ability to write work orders, warehouse material requisitions, and vehicle service forms in a legible and understandable manner.

Ability to manually use shovel, wrenches, pick, rake, and other related hand tools in the efficient excavation, repair, backfilling, and subsequent area restoration of water mains, services, valves, fire hydrants, etc.

Ability to set up and operate pneumatic drive jack hammer, gas and/or hydraulic powered portable saws, pumps, and other associated tools that weigh between 25 lbs. and 100 lbs.

Ability to lift and carry (up 10 100 yds.) items weighing up to 50 lbs. Also carry such items over uneven terrain. Load into and unload such items from vehicle. Carry and/or lower into and remove such items from ditches and/or manholes.

Ability to assist in the loading and unloading of water pipe and fittings up to 30" diameter.

Ability to mix concrete and work in areas with concrete dust, dirt and other unpleasant surroundings.

Ability to enter and leave ditches by way of incline or ladder.

Ability to lift and carry items which are considered hard to grasp and or hold onto. Hold items weighing up to 20 lbs. for extended periods. Walk over and around cluttered work areas and uneven surfaces. Climb up and down ladders. Work while standing on uneven and/or wet surfaces.

Ability and willingness to work in confined spaces such as meter vaults and excavated holes/ditches. at times such work which may continue for extended periods.

Ability and willingness to work during night and/or early morning hours or for extended periods when required.

Ability to work and perform manual labor for extended periods in all weather conditions.

Ability to perform periodic heavy labor as required.

Ability to maintain a professional attitude while working in close proximity with others in confined spaces and/or under situation of duress.

Ability to work in and around such damp, wet and muddy conditions that are created by water main breaks and water service leaks.

Ability to give and understand assorted and various hand signals as they relate to the operation of heavy construction equipment.

Ability to frequently climb up and down from heavy equipment cab/seat.

Ability to operate heavy equipment for extended periods while being subjected to the vibrations, heat, fumes and stress associated with such work.

Ability to receive directions and constructive criticism from departmental management.
