CHARACTERISTICS OF THE CLASS

Operates and maintains the necessary equipment to clean and televise the City’s sewage collection system and associated service connections. This work is performed under the general supervision of the Sewage Collection Supervisor and/or Maintenance Foreman. Employees in this class are expected to supervise and work along side of assigned personnel in a safe and professional manner. Position requires that applicant be thoroughly familiar with such equipment as the sewer cleaning (“jet-vac”) truck and the sewer inspection television camera truck. This position requires the employee to exercise a certain amount of independent judgment based on technical knowledge, technical skill and safe work practices.

Due to the nature of sewage collection systems, it may be necessary at times to work through normal lunch and break periods if system customers are without service or until service is restored or within an acceptable time frame. It may also be required to work unscheduled overtime in order to restore service. Performs other tasks as requested.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Clean and televise sewer mains and service laterals.
 
Locates and relieves sewer main stoppages.

Assess and assumes responsibility for assigned work. This includes obtaining manpower, materials, and equipment through the proper channels.

Assumes responsibility for safely setting up, maintaining, and breaking down job site for the protection of employees and general public.

Inspect gravity sewer mains, manholes, and wet wells and make recommendations for repairs.

Assist in the repair of sewer mains, sewer service laterals, and lift stations.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

Wastewater Collection Technician Class C Certification preferred. Possess a valid State of Florida Commercial Driver’s License Class B or greater with tanker endorsement. At least five (5) years of progressive and responsible experience in the cleaning and televising of sanitary sewer systems using a vactor truck and closed circuit T.V. inspection equipment. High School Diploma or G.E.D. is required.

B.    KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of occupational safety rules and practices, as they relate to the cleaning, televising, and repair of sewage collection systems.

Knowledge of the principles and skilled in the practices of sewer main construction, cleaning, televising, and repair techniques.

Knowledge of the City’s sewage collection system.

Knowledge and skill to work from blueprints, sketches, and maps.

Ability to both understand and communicate oral and written instruction. Ability to both interpret and complete work order forms.
    
Ability to deal with the public and fellow employees in a polite and effective manner.

Ability to perform strenuous work in a variety of outdoor weather conditions.

Upon interview applicant will be required to take a written skills test and to demonstrate skill and familiarity with actual equipment listed under Characteristics of the Class.

Knowledge and skill to operate and understand basic computer functions as they relate to the job.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Ability to read and comprehend work orders, equipment/tool manuals, safety manuals, and other printed and/or written material as it relates to the job.

Ability to understand and comprehend area maps as they relate to location of sewer mains, valves, lift stations, and manholes.

Ability to identify and comprehend colors as they relate to traffic and/or road signs, safety equipment, utility markings, and other utility related materials.

Ability to hear and understand instructions given in the English language and spoken in a normal tone of voice. Hear basic instruction, approaching heavy equipment and/or verbal warnings given by co-workers while working in immediate vicinity of heavy equipment that is in operation of other noise environment.

Ability to verbally communicate with co-workers and others in the English language face-to-face and over two-way radio.

Ability to write up work orders, warehouse materials requisitions, and vehicle service forms in a legible and understandable manner.

Ability to manually use shovel, wrenches, pick, rake, and other related hand tools in the efficient excavation, repair, backfilling, and subsequent area restoration of sewer mains, valves, manholes, and service laterals.

Ability to set up and operate pneumatic driven jackhammer, gas and/or hydraulic powered portable saws, pumps, and other associated tools that weigh between 25 lbs. and 100 lbs.

Ability to lift and carry (up to 100 yds.) items weighing up to 75 lbs. Also carry such items over uneven terrain. Load into and unload such items from vehicle. Carry and/or lower into and remove such items from ditches and/or manholes.

Ability to handle and work around liquid degreasers and other solvents.

Ability to lift and carry items which are considered hard to grasp and/or hold onto. Hold items weighing up to 20 lbs. for extended periods. Walk over and around cluttered work areas and uneven surfaces. Climb up and down ladders and/or steps. Set up and work from ladders and scaffolding. Work while standing on uneven and/or wet surfaces.

Ability to work in confined spaces such as small above ground lift station structures, underground or “can” type lift stations; lift station wet wells, lift station valve vaults, sewer manholes, and excavated holes/ditches. At times such work may continue for extended period.

Ability and willingness to work in confined spaces that have toxic atmospheres while wearing life line connected safety harness and/or self contained breathing apparatus.

Ability to work in and around raw sewage while wearing protective gear.

Ability to work and perform manual labor for extended periods in all weather conditions.

Ability to perform periodic heavy labor as required.

Ability to maintain a professional attitude while working in close proximity with others in confined spaces and/or under situations of duress.

Ability to assume responsibility for work to be done and for crew and public safety in and around job site.

Ability to issue directions to subordinates in an appropriate manner and see that such directions are carried out.

Ability to receive instructions and constructive criticism from departmental management.
