CHARACTERISTICS OF THE CLASS

Under the general direction of the Utilities Operations Superintendent, performs technical, administrative and supervisory work in directing activities of the City’s Water Distribution, Wastewater Collection and Customer Service Divisions. Work involves planning, coordination and directing the continuous operation of the City’s water distribution and wastewater collection systems. Work is performed with limited independence in decision making within established policies. Work is reviewed through observation, conferences, reports and results obtained. Performs other work as required.

EXAMPLES OF DUTIES

ESSENTIAL FUNCTIONS

Assists in directing the activities of the Water Distribution, Wastewater Collection and Customer Service Divisions.

Assists in supervising Division supervisors, foremen and technical personnel.

Assists in establishing operational priorities and scheduling major in-house projects within the respective Departments.

Reviews and critiques proposed developmental and engineering plans for the expansion, upgrade and / or acceptance of proposed Water Distribution and Wastewater Collection systems.

Works closely with other staff members and / or consulting engineers on the design of new water distribution and wastewater collection systems and the upgrading of existing systems as warranted.

Assists in preparing and administering yearly budget for operation and maintenance of respective departments.

Researches, prepares and submits various reports, memos, letters and documents to the appropriate agencies, firms and/or other City Departments as needed.

Researches and reviews potential use of new materials and repair / replacement methods that are applicable to water distribution and wastewater collection systems.

Formulates and upgrades policies and procedures as they relate to safety, work efficiency and other matters concerning Departmental operations.

Meets with and coordinates activities involving other utilities and private contractors, as well as applicable State, County and local officials.

Communicates and coordinates inquiries from private citizens, contractors, engineers and others, concerning the operational and physical properties of the water distribution and wastewater collection systems.

REQUIREMENTS

A.    TRAINING AND EXPERIENCE

Position requires a high school diploma or G.E.D. (Preferably supplemented by College level course work in Mathematics, Science and Technical Communications). Class “A” Water Distribution and Class “A” Sewage Collection Technician Certification preferred. A minimum of ten (10) years experience is required in the operation, maintenance and repair of water distribution and sewage collection systems with at least five (5) of those years in a responsibly progressive supervisory role, or a combination of training and experience. Must possess a valid Florida driver’s license. Applicants who possess a valid out of state driver’s license must obtain the Florida driver’s license within 10 days of employment.

B.    KNOWLEDGE, SKILLS and ABILITIES

Knowledge and skill in application of modern management methods and practices.

Knowledge of occupational hazards and ability to implement safety procedures as they may pertain to water distribution and wastewater collection systems.

Knowledge of commercial water meters and backflow prevention assemblies and ability to interpret such test reports.

Knowledge and ability to assess sewage lift station performance and submit proper criteria for maintenance, repair and/or replacement. This should include knowledge on various types of lift station pumps and their proper use given certain physical conditions, and knowledge of computer enhanced telemetry systems and the application of such systems in daily operation of lift stations.

Ability and skill to work from, interpret, review, and critique plan and profile prints.

Knowledge and ability to interpret Federal, State and local laws, rules and regulations as they pertain to the construction, repair, operation and maintenance of water distribution and wastewater collection systems.

Ability to establish and maintain effective working relationships with industry professionals, other members of management, subordinates and the general public.

Knowledge and ability to effectively compile, propose and administer yearly fiscal budgets for the operation of water distribution and wastewater collection systems.

Ability and skill to plan and implement both short and long term projects. Ability to perform short and long term planning.

Ability and skill to supervise and direct the activities of subordinates.

Ability to follow and issue oral and written instructions an a professional manner.

Ability and skill to generate and effectively communicate through written reports and memos.

Ability and willingness to respond to emergency situations as necessary.

C.    PHYSICAL AND MENTAL REQUIREMENTS

Ability to read and comprehend technical reports, work orders, equipment and toll manuals, safety manuals, computer screen, computer printouts and other material either written or printed in the English language, as it relates to the job.

Ability to understand and comprehend plan / profile prints, technical diagrams, drawings and maps as they relate to water distribution and wastewater collection systems.

Ability to understand and comprehend mathematics and basic engineering as it relates to volumes, flows, capacity and pumping rates, etc.

Ability to identify and comprehend colors as they relate to traffic and / or road signals, safety equipment, utility markings, electrical wiring, pump diagrams and other utility related materials.

Ability to communicate in the English language and in a normal tone of voice with someone face to face, by telephone and over a two-way radio. Hear and issue verbal warnings and basic instructions while working in noisy environments, confined spaces or in the immediate vicinity of heavy equipment.

Ability to research and write purchase requisitions, technical reports and memos that relate to the job in a legible and understandable manner.

Ability to type instructions on a computer keyboard and use touch tone telephone dialing keys in an efficient manner.

Ability to, at times work while bending, kneeling, stooping, standing, sitting and / or stretching. May be required to move laterally in any of the above mentioned positions or stand on a ladder and / or scaffolding. Must be able to work while standing on an uneven and / or wet surface.

Ability to enter and remain in confined spaces, such as small above ground lift station structures, underground or “can” type lift stations, lift station wet wells, lift station valve vaults, sewer manholes, commercial meter pits and excavated holes or ditches.

Ability and willingness to enter confined spaces that have toxic atmospheres, while wearing a life-line connected safety harness and self-contained breathing apparatus.

Ability to work during night and / or early morning hours and in all weather conditions for extended periods of time when required.

Ability to maintain a professional attitude while working in close proximity with others under situations of duress.

Ability to communicate in a professional manner at all times with the general public, contractors, engineers, developers and regulatory officials.

Ability to issue verbal and written directives and offer constructive criticism to subordinates. Also the ability to receive and incorporate constructive criticism from Department or City Management.

Ability to walk continuously and comfortably for distances up to one mile while inspecting water distribution and / or wastewater collection systems.

Ability to work and operate vehicle, [i.e. – car, pick-up truck, van, etc.] at night and during inclement weather conditions.

Ability to use senses including sight, smell, hearing and touch in the evaluation and troubleshooting of malfunctioning equipment. Binocular vision is required for depth perception.
