CHARACTERISTICS OF THE CLASS

Under the general supervision of the Streets & Stormwater Maintenance Foreman. Duties include the cleaning of the City’s stormwater collection system and associated manholes and catch basins. Employees in this class are expected to supervise and work along side of assigned personnel in a safe and professional manner. Position requires that applicant be thoroughly familiar with such equipment as the storm sewer cleaning (“jet-vac”) truck . This position requires the employee to exercise a certain amount of independent judgement based on technical knowledge, technical skill and safe work practices.

Due to the nature of storm sewer collection systems, it may be necessary at times to work through normal lunch and break periods if system customers are without service or until service is restored or within an acceptable time-frame. It may also be required at times to work unscheduled overtime in order to restore service. Performs other tasks as requested.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Operates the Jet Vac Truck in the operation of the cleaning of storm sewer mains.

Assumes responsibility for safely setting up, maintaining and breaking down job site for the protection of employees and general public.

Inspects storm sewer mains, french drains and manholes, and make recommendations for repairs.

Assist in the repair of storm sewer mains, manholes, french drains and catch basins.

Assist in the inspection and subsequent reporting of all deficiencies found in the existing stormwater system.
     
Completes logs and maintains records and information related to work orders.

Monitors contractors involved in Capital Improvement Projects and/or other storm sewer related work to ensure compliance with construction plans and specifications.

Knowledge and skill to operate computers, work order and preventative maintenance software and web based GIS mapping system to include Word, Excel, email and internet.

Ability to navigate and maneuver through the City’s web based GIS mapping system.

Ability to operate a handheld Trimble GPS unit.

Ability to work with other Utilities.

Ability to properly set up well points.

REQUIREMENTS

A.   TRAINING AND EXPERIENCE

Position requires a High School Diploma or G.E.D. Must possess and maintain a valid State of Florida Class “B” Commercial Drivers License with air brake and tanker endorsement. Applicants who possess an out of state Class “B” Commercial Drivers License with air brake and tanker endorsement must obtain the Florida license within 10 days of employment. Must have a minimum experience of (two) 2 years in the operation of a storm sewer cleaning (jet
vac) truck. Position requires applicant to possess and maintain a valid Florida Department of Transportation Approved Maintenance of Traffic Intermediate Certification. Applicants who do not currently possess this certification must acquire it within 3 months of hire. Lining experience preferred.
 

B.    KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of Confined Space Entry Permit procedures and equipment.

Knowledge of and skill in methods, materials and techniques used in the construction, repair and maintenance of stormwater collection systems.

Knowledge of the City’s storm sewer collection system.

Knowledge and skill to work from blueprints, sketches and maps.

Ability to understand, communicate and follow oral and written instructions.

Ability to both interpret and complete work order forms.

Ability to perform strenuous work in a variety of outdoor weather conditions.

Ability to maintain a professional attitude while working in close proximity with others in confined spaces and/or under situations of duress.

Knowledge of plugging and by-passing of storm sewer systems.

Ability to identify problems with the equipment and make necessary repairs in the field.

Ability to understand and comprehend basic math.

Ability to read, understand and utilize a tape measure.

Knowledge of occupational safety rules and practices as they relate to the cleaning, televising and repair of stormwater collection systems.

Knowledge of the principles and skilled in the practices of storm sewer main construction, cleaning, televising and repair techniques.

Knowledge and ability to implement occupational safety rules and safety procedures as they relate to storm sewer collection systems.

Ability and skill to supervise and direct the activities of subordinates.
     
Ability to establish and maintain an effective working relationship with other employees and the general public.

Ability and skill to generate and communicate through written reports and memos.

Knowledge of and ability to implement FDOT work zone traffic control.

Ability to identify and comprehend colors as they relate to traffic and / or road signs, safety equipment, utility markings and other utility related materials.

Ability to hear electronically emitted sounds through headphones.

Knowledge of the general geographic area.

Ability to manually use shovel, wrenches, pick, rake and other related hand tools.

Ability to lift and carry (up to 100 yds.) items weighting up to 50 lbs.

Ability to carry such items over uneven terrain. Load or unload such item from vehicles. Carry and / or lower into or remove such items from catch basins or manholes.

Knowledge of hand and power operated tools as required in the maintenance, repair and construction of the stormwater drainage systems.

C. PHYSICAL AND MENTAL REQUIREMENTS

Ability to write up work orders, warehouse materials, requisitions, vehicle service forms and technical memos in a legible and understandable manner.

Ability to communicate and understand instructions and directions given in the English language and spoken in a normal tone of voice with someone face-to-face, over the telephone and over two-way radio. Hear and issue verbal warnings and basic instructions while working in noisy environments, confined spaces or in the immediate vicinity of heavy equipment.

Ability to work while bending, kneeling, stooping, standing, sitting and/or stretching. May be required to move laterally in any of the above mentioned positions, or stand on a ladder.

Ability to walk over and around cluttered work areas and uneven surfaces.

Ability to climb up and down ladders and/or steep inclines. Ability to work while standing on uneven and/or wet surfaces.
 
Ability and willingness to enter and work in confined spaces such as catch basins, manholes, dry pits and excavated holes/ditches. At times such work may continue for extended periods.

Ability to work during night and/or early morning hours or for extended periods of time as required.
     
Ability to work for extended periods in all weather conditions.

Ability to maintain a professional manner with the general public, contractors, engineers, developers and regulatory officials.

Ability to receive directions and incorporate constructive criticism from departmental management.

Ability to walk distances up to one mile while inspecting new storm sewer collection systems or during locates.

Ability to work in and around damp, wet and muddy conditions that are created by storm sewer main breaks.

Ability to give and understand assorted and various hand signals as they relate to the operation of heavy construction equipment.
