CHARACTERISTICS OF THE CLASS
Under the general direction of the Public Works and Utilities Director, performs complex administrative tasks and highly skilled/specialized analysis in the administration of the City's Reclaimed Water Production and Distribution Utility. Acts as the City's point of contact with existing and potential users and the DEP. Stays abreast of current and pending regulations to assure City compliance. Reviews applications, permits and monitors the compliance of current users. Work is performed within established guidelines, procedures and policies, and is reviewed only to the extent necessary to assure that the requirements are met. Performs other work as required.
EXAMPLES OF DUTIES
A. ESSENTIAL FUNCTIONS
Provides information and performs education of current and potential users of the City's reclaimed water utility.
Establishes an effective working relationship with reclaimed water users, periodically checking their systems to assure compliance.
Enforces DEP and local statutory requirements for utility usage by detecting non-compliance and by direct and written contact to correct problems leading to non-compliance.
Prepares annual Reclaimed Water report to DEP. Corresponds with regulatory agencies in person, by telephone and in writing.
Participates in DEP inspections/evaluations of the City's Reclaimed Water Utility.
Participates in the formulation, modification and implementation of local ordinances and agreements as necessary to comply with DEP rules and Department objectives.
Oversees the distribution system modifications, additions and expansion as necessary to represent and protect the City’s interests. Maintains “as-built” plans of the system to assure accurate knowledge base for system improvements.
Acts as the liaison between consulting engineers and various City Departments to ensure that current and future reclaimed water customers receive quality service.
Reviews Site Plans of developments to assure that beneficial reuse is maximized.
Participates in the development of the Division’s Capital Improvement and Operating budgets, as it pertains to reclaimed water production and distribution.
Responsible for the processing, generating and maintaining Reclaimed Water Distribution Division operational and administrative records, including payroll and personnel records. Researches and compiles data and prepares reports as required by Administration.
Responsible for the procurement of necessary equipment, materials and supplies used in the operation and maintenance of the City’s reclaimed water network. Assures such purchases are in accordance with Purchasing rules and regulations.
Participates in the City’s Reclaimed Water Master Planning process.
Tracks utilization of funds throughout the year, including the processing of Requisitions, Purchase Orders and invoices.
Other duties as required.
A. TRAINING AND EXPERIENCE
High school diploma or G.E.D. required an, Associate of Arts Degree with courses in advanced math, science and public speaking preferred. Must possess FWPCOA “Reclaimed Water Field Site Inspector” certification, or have the ability to obtain it within six months. Must possess and maintain a valid State of Florida driver’s license.
B. KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of State and Federal rules and regulations related to Reclaimed Water Standards.
Ability to read, interpret and apply local Reclaimed Water ordinance and facility operating permit.
Knowledge of State and Federal rules and regulations regarding wastewater treatment facilities.
Knowledge of and ability to read/interpret piping drawings and plans.
Knowledge of utility construction practices, including the installation and applications of piping, valving and other plumbing components.
Knowledge of the occupational hazards and safety precautions applicable to the job.
Ability to communicate clearly, orally and in writing.
Ability to establish effective working relationships with coworkers, supervisors and the general public.
Ability to work scheduled hours as necessary.
Ability and willingness to compose and conduct effective educational seminars to small and medium sized groups.
Knowledge of computer hardware and software as necessary to create data spreadsheets, printed material and educational aids.
C. PHYSICAL AND MENTAL REQUIREMENTS
Ability to work and operate vehicle at night and during inclement weather conditions.
Ability to hear, speak and understand conversations in English in a normal tone of voice, both in person and by telephone.
Ability to use senses including sight, smell, hearing and touch in the evaluation of construction practices.
Ability to see and read prints, letters, numbers, words, characters and symbols which are both large and small.
Ability to correctly identify colors and tints, hues and shades of colors by sight.
Ability to walk, stand or sit for periods of up to one (1) hour consistently throughout the working day.
Ability to print and draw letters, numbers, words, characters, diagrams and symbols. Must be legible and understood by others.
Ability to use hand tools. Dexterity, including fine motor skills, required.
Ability to move back and forth and sideways while in a bending, kneeling or squatting position and vice-versa periodically.
Ability to learn complex tasks and remember how to complete tasks without assistance once trained.
Ability to perform data entry tasks on a computer that requires the use of hands, wrists and fingers.
Ability to lift, carry, push and pull items weighing up to 20lbs. over uneven terrain, up and down stairs and/or ladders.
Ability to lift and/or carry items which are awkward to grasp of hold on to.
Ability to work in undesirable conditions such as heat, humidity, wetness, cold, dust, dirt, excessive noise and/or odorous environments.
Ability and willingness to enter and work in confined spaces as necessary when provided adequate safety devices.
Ability to work with and around various hazardous chemicals and materials.
