CHARACTERISTICS OF THE CLASS

Under the general supervision of the Environmental Community Outreach Manager, performs a variety of technical and administrative duties in the enforcement of the City’s sanitation ordinance and service contract, and water conservation ordinances. Incumbent works independently in the field, making decisions requiring the use of judgment, discretion and diplomacy. Work is reviewed through observation, conferences, reports and results obtained. Performs other work as required.

EXAMPLES OF DUTIES

A.    ESSENTIAL FUNCTIONS

Investigates/handles customer complaints received by the Division. Researches and notifies complainant of resolution.

Inspects residential and commercial properties for code compliance, notifies violators of required corrections, and follows up to ensure violators are brought into compliance.

Provides listing to Division’s Environmental Community Outreach Manager of lawn watering violators for preparation of informational letter and inclusion on database.

Monitors contract with franchise hauler for compliance with contract; reviews rate increase requests and other proposed contract amendment/medications on same.

Compiles information and prepares special reports and maintains activity records; composes memoranda, issues slips and letters for Division’s purposes utilizing a personal computer.

Reviews and comments on all building site plans regarding sanitation and recycling code requirements for container enclosure and location requirements.

Inspects newly installed ULF toilets for compliance with toilet rebate program rules.

Surveys recycling and trash routes as needed.

Informs the public of City sanitation and lawn irrigation codes.

Reviews and comments on blue prints for new construction.

Reviews and inspects arrangements for special activity permits.

Issues and processes trash hauling permits.

Participates in set up, staffing and take down of informational  displays at environmental expos, exhibits and events.

REQUIREMENTS

A.     TRAINING AND EXPERIENCE

Graduation from high school, GED or equivalent certificate of competency, some college preferred, dependable work record, supplemented by three years of experience working in a position with high public contact. Municipal experience is preferable or equivalent combination of training and experience. Must possess and maintain a valid State of Florida Class “B” commercial driver’s license with air brakes.  Applicants who possess a valid out of state Class “B” commercial driver’s license with air brakes must obtain the Florida Class “B” commercial driver’s license with air brakes within 10 days of employment. Level I Code Enforcement Certification is preferable.

B.     KNOWLEDGE, SKILLS AND ABILITIES

Ability to work regularly scheduled hours.

Knowledge of municipal solid waste codes and regulations.

Knowledge of municipal water conservation codes and regulations.

Knowledge of geography of the City.

Ability to explain and enforce the municipal code with firmness and tact.

Ability to handle complaints in a courteous and efficient manner on the telephone, in writing and in person.

Ability to communicate clearly, both orally and in writing.

Ability to learn, remember and comprehend simple and complex tasks that pertain to this position.

Ability to work independently, and to make sound decisions based on established procedures and municipal regulations.

Ability to used hand tools, such as shovel and broom.

Ability to proficiently operate a variety of office equipment including a computer, printer, copier, calculator, and telephone.

C.     PHYSICAL AND MENTAL REQUIREMENTS

Ability to operate City vehicles, including pickup trucks and bucket trucks.

Ability to communicate clearly in English, both orally and in writing.

Ability to speak clearly and concisely.

Ability to print or write cursively or draw in a way that is legible and easily understood.

Ability to learn, remember and comprehend simple and complex tasks that pertain to this position.

Ability to sit, stand and walk for extended periods of time without rest.

Ability to kneel, bend or squat periodically during a working day.

Ability to walk up and down stairs.

Ability to load and unload boxes weighing 50 lbs.

Ability to lift and carry items weighing up to 25 lbs. Ability to climb stairs while carrying equipment.

Ability to lift and/or carry items that may be considered unwieldy and awkward to grasp or hold.

Ability to work in uncomfortable environmental conditions such as dust, heat and humidity.

Ability to work under stress and deal with angry customers.

Ability to use office equipment that requires the use of hands, fingers and wrists, such as personal computer, telephone and calculator.
