CHARACTERISTICS OF THE CLASS
Under the general supervision of the Environmental Community Outreach Manager, assists in the planning, development, implementation, and administration of the City’s water conservation, solid waste and recycling, and storm water education/pollution prevention community outreach programs. Independently, performs a wide range of advanced clerical tasks and program coordination tasks, which may require a wide latitude of discretion and the application of independent judgment. Position requires in-depth knowledge of administrative policies, processes, and software applications. Work is reviewed through observation, conferences, reports and results obtained. Frequent presentations/meeting/events often occur during evenings and/or weekends, thus night and weekend work are regularly required. Performs other work as required.
EXAMPLES OF DUTIES
A. ESSENTIAL FUNCTIONS
Assists with developing, implementing, and administering components to support the City’s water conservation, solid waste, recycling, and storm water community outreach.
Conducts public speaking engagements at area schools and to other interested public groups.
Assists in planning and/or participating in environmental events as an exhibitor, which may be held on nights or weekends.
Performs extensive liaison and coordination of service requests between citizens and solid waste collection contract provider. Resolves service issues. Inputs and maintains electronic work order tickets system for new and existing solid waste, recycling, and yard waste customers related to requests for service or complaints. Prepares reports related to solid waste, recycling, and yard waste contract services necessary to monitor contract performance and compliance.
Compiles new customer information packet for distribution by utility billing.
Plans, develops, implements, prepares reports, and administers programs and services necessary to maintain and promote the City’s Adopt-a-Road and Trash Bash programs.
Administers Toilet Rebate Program and Rain Barrel Rebate Program by mailing informational packets, copying forms, checking applications for eligibility, preparing check requests through Access database or similar program, and other related tasks.
Obtains quotes and prepares purchase order requests for water conservation devices, environmental promotional items and literature, and office supplies. Maintains storage of supplies and materials.
Assists with annual budget preparation and tracking.
Maintains Division’s records and files, reviews documents for sufficiency, obtains required signatures, maintains items for follow up, and sorts items for distribution and handling.
A. TRAINING AND EXPERIENCE
Graduation from an accredited college or university with a Bachelor’s Degree, supplemented with 2 years of professional experience in environmental, educational and public relations activities providing direct education and technical assistance to individuals or groups and managing volunteers. Or, possession of a high school diploma or GED supplemented with 6 years of directly-related experience. Must possess a valid State of Florida driver’s license. Applicants who possess a valid out of state driver’s license must obtain the Florida driver’s license within 10 days of employment.
B. KNOWLEDGE, SKILLS AND ABILITIES
Experience in managing a volunteer program or directly supervising volunteers.
Experience with oral presentations and promoting programs to a variety of audience types.
Ability to communicate clearly, both orally and in writing.
Proficiency in Microsoft Office applications and graphic design software.
Ability to learn, remember and comprehend simple and complex tasks that pertain to this position.
Ability to deal with difficult calls with a professional, composed, courteous, and tactful demeanor.
Ability to establish and maintain effective working relationship with personnel in other departments.
Ability to work independently, and to make sound decisions based on established procedures and municipal regulations.
Knowledge of business English, spelling and arithmetic.
Ability to maintain records.
Ability to operate a variety of office equipment including a computer, printer, copier, calculator, and telephone.
C. PHYSICAL AND MENTAL REQUIREMENTS
Ability to communicate clearly in English, both orally and in writing.
Ability to operate a motor vehicle.
Ability to sit, stand and walk for extended periods of time without rest.
Ability to kneel, bend or squat periodically during a working day.
Ability to load and unload boxes weighing 40 lbs.
Ability to lift and carry items weighing up to 25 lbs. For distances up to 100 feet. Ability to climb stairs while carrying equipment.
Ability to work in uncomfortable environmental conditions such as dust, heat and humidity.
Ability to work under stress and deal with angry customers.
