CHARACTERISTICS OF THE CLASSUnder the general direction of the Recreation Manager, performs professional and administrative work in managing and directing the City's Auditorium, Parks & Recreation Facilities, as well as the Auditorium's marketing, special events and maintenance. Work is reviewed through attainment of program objectives, observation, reports and results obtained. Work requires flexible hours (nights and weekends). Supervision is exercised over clerical and maintenance personnel. Performs other work as required.
EXAMPLES OF DUTIES
A. ESSENTIAL FUNCTIONS
Plans, organizes, assigns, and directs a broad range of public recreation activities.
Plans, assigns, and directs the activities of employees engaged in the promotion, operation, and maintenance of the City's Parks & Recreation Department' programs and facilities.
Prepares and administers division budgets for recreation facilities and programs, and determines the need for equipment and capital improvement projects. Orders equipment, supplies and material within budgetary limitations. Reviews and approves purchase requests from staff to verify expenditure and necessity. Monitors budget expenditures and revenue collection in all areas.
Performs public relations duties and services and maintains effective communication between City, boards, other City departments, and community organizations.
Investigates and responds to inquiries and complaints relating to citizen use of recreation programs and facilities.
Determines present and future program and facility needs, and goals and objectives for the Recreation Division areas.
Coordinate rentals of City recreation buildings, athletic fields, swimming pools and outdoor pavilions.
Prepares Bid Specs for procurement of supplies, services and construction.
Coordinate and organize registration for recreation events & programs.
Coordinate maintenance of City recreation buildings.
Directs the research, analysis and preparation of special reports, studies and surveys.
Responsible for all transactions involved in renting and using the City’s Parks & Recreation Department facilities.
Implements and assures uniform policy and procedure adherence for the recreation facilities.
Frequently inspects operations to assess the needs for facilities, personnel, equipment and policy or procedure changes.
Remain on-call after regular hours including weekends, nights and early mornings.
Actively cultivates business, business partnerships, and sponsors for the Parks & Recreation Department.
Implement marketing initiatives to achieve occupancy goals
Oversee capital improvement projects & negotiate and manage contracts with outside vendors
A. TRAINING AND EXPERIENCECompletion of a Bachelor Degree in Recreation Administration or related field and three years of progressively responsible management/supervisory experience in a public recreation agency or a combination of training and experience working in a public recreation agency providing the required knowledge, skills, and abilities. Must have a valid State of Florida Driver License. Applicants who possess a valid out of state driver’s license must obtain the Florida driver’s license within 10 days of employment.

Knowledge of a recreation programming, principles, practices and techniques.

Knowledge of codes and ordinances regulating recreational facilities.
Knowledge of recreation facilities, operations, maintenance and equipment.
Ability to work effectively with the public and City Boards and Departments. Must be able to communicate with a large number of people or one-on-one.
Skills in managerial and budgetary practices and procedure.
Ability to develop long-range planning techniques, policies and procedures and promotional techniques for recreation facilities and programs.
Knowledge and skills in the use of personal computer and various application programs and the internet.
C. PHYSICAL AND MENTAL REQUIREMENTSAbility to communicate in English clearly, both orally and in writing.
Ability to sit for long periods of time not to exceed eight (8) hours in one day.
Ability to read and understand complicated reports.
Ability to use hands, wrists and fingers.
Ability to write reports that are legible and understood by others.
Ability to lift and move tables and chairs.
Ability to walk, stand, reach, kneel, stoop and lift throughout the working day and participate in activities which requires physical dexterity.
Ability to drive to recreation sites throughout the day.
