CHARACTERISTICS OF THE CLASS

Under the general direction of a supervisor within the Finance department, performs entry level bookkeeping work involving the performance of customer service, cashiering, data entry, inventory, and related bookkeeping tasks. Work is performed within established guidelines. Work assignments are general in nature, and may be made either orally or in writing. Work is reviewed through observation, conferences, periodic inspections, and reconciliation with other fiscal records. Performs other work as required.

 

EXAMPLES OF DUTIES

A. ESSENTIAL FUNCTIONS

Accepts customer payments and provides accurate receipt of the transaction.

Responds to customers' inquiries and complaints.

Accurately enters customer data into the computer system.

Prepares adjustments to customer accounts, control accounts and general ledger.

Prepares and completes customer service orders.

Prepares invoices for payment. Types records, accounting statements, vouchers, checks, and standard form letters.

Performs clerical work in connection with accounts maintained. Files documents in alphabetical and/or numerical order. Assists with record retention.

Prepares various governmental reports.

Provides information to other divisions and to the public regarding department rules, regulations, policies, and operational procedures.

Operates office machines, including personal computer, calculator, copy machine/scanner, cash register, telephone, and mail machine.

Processes all outgoing U.S.P.S. mail for the city, on a rotating schedule.

Provides coverage for the City Hall switchboard operator.

Assists Senior Accounts Clerk to accurately type legal documents, such as lien recordings and lien cancellations to the Clerk of the Circuit Court.

Accurately maintains record of customer payment arrangements, and follow’s up with necessary action if account goes unpaid.

Assists Senior Accounts Clerk with reviewing the list of delinquent accounts to be shut off for non-payment.

Processes wire transfer payments through lockbox processing.

Processes all incoming U.S.P.S. payments sent to City Hall, and payments left in the night drop box.

Processes all incoming faxes requesting new service and account inquiries, and corresponds with the customer accordingly.

Provides technical support to customer’s making payments online or over the phone, and accepts customer credit card payments over the telephone as needed,

Processes New Account Authorization forms provided by Senior Accounts Clerk.

 

REQUIREMENTS

A. TRAINING AND EXPERIENCE

High school diploma or equivalent and one year experience in high volume customer service or cashiering operation utilizing a complex software system.

B. KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of modern office practices and procedures.

Knowledge of business English and mathematics.

Ability to communicate clearly and effectively with utility customers, and city employees.

Ability to perform basic mathematical computations accurately.

Ability to operate a cash register and make correct change.

Ability to operate office machinery as required.

Ability to accurately key data and verify accounting and statistical information.

Ability to read printed words and numbers rapidly and accurately.

Ability to effectively operate a personal computer terminal and printer utilizing a complex utility software system.

Ability to work in an environment with high call volume while completing daily responsibilities as assigned.

C. PHYSICAL AND MENTAL REQUIREMENTS

Ability to hear and comprehend conversation spoken in English.

Ability to sit for long periods of time; not to exceed two (2) hours at a time.

Ability to see, read, and comprehend writing and computer printouts in English.

Ability to print and write cursive letters, numbers and words legibly in English.

Ability to lift and carry materials not to exceed 20 lbs.

Ability to operate office equipment such as a telephone, cash register, computer, typewriter, calculator, microfiche reader, copy machine, and postage machine.

Ability to work full-time regularly scheduled hours.

Ability to clearly speak the English language.

Ability to stand for periods of time not to exceed 30 minutes at one time.

Ability to stoop, kneel and reach overhead for books or paper.

Ability to control one's behavior when encountering stressful situations, such as irate, abusive or loud customers or when encountering necessary deadlines.
