CHARACTERISTICS OF THE CLASS

Under the direction of the Director of Finance, provides technical and application support for all Finance and related software applications. Incumbent actively participates in the planning, organizing, testing, implementation, and support of financial software.

 

EXAMPLES OF DUTIES

A. ESSENTIAL FUNCTIONS

Provides project leadership for application conversions, installations, upgrades, and/ or modifications to financial system applications including, but not limited to, General Ledger, Purchasing, Payroll, Utility Billing, Accounts Payable, Accounts Receivable, Fixed Assets, Budget, and Human Resources.

Applies functional, business and technical knowledge to advise and assist end users of financial systems applications.

Establishes relationships with computer service providers and consultants; monitors work provided by consultants.

Analyzes and documents problems, recommends solutions, initiates corrective action; follows up on problem resolution in a timely manner.

Maintains the security access of all users in the MUNIS application and other applicable financial software applications.

Assists with the evaluation and testing of major and minor application upgrades, patches, customization, and enhancements.

Identifies training needs, develops training materials, and delivers formal and informal user training.

Develops and maintains documentation and operating instructions to support processes and workflow. Assists in the development and improvement of business processes.

Responds to questions from users concerning the operation of the financial systems and retrieval of data.

Utilizes various report writer software, including SQL and Crystal, to develop and test reports.

Facilitates all communication with IT to support the financial software systems and applications.

 

REQUIREMENTS

A. TRAINING AND EXPERIENCE

Graduation from an accredited four year college or university with a degree in Information Systems/Technology, Computer Science, Mathematics, Business Administration, or a related field and four (4) years of progressively responsible systems analysis experience with Tyler/MUNIS or a comparable ERP system. Must have experience with financial software applications and a working knowledge of financial business processes. An equivalent combination of education, training, and experience may be considered.

 

B. KNOWLEDGE, SKILLS, AND ABILITIES

Experience in project and software development life cycles, specifically in the area of requirements gathering, business and systems analysis, systems integration and implementation, testing, report generation, and documentation.

Knowledge of ERP and financial software systems.

Ability to generate and modify ad hoc reports using SQL Server Reporting Services or Crystal Reports.

Ability to understand how data elements are used to implement business rules within software systems.

Skilled in the use of Microsoft products including, but not limited to, Word and Excel.

Demonstrated knowledge of accounting, procurement, and other finance related business practices and procedures.

Ability to train users of software applications.

Possesses strong oral and written communication skills as well as strong interpersonal, leadership, and team building ability.

Exhibits strong problem solving and troubleshooting skills with the ability to exercise mature judgment.

Ability to manage multiple projects and adhere to project deadlines.

Ability to establish and maintain effective working relationships with management, employees, City officials, vendors, and citizens.

C. PHYSICAL AND MENTAL REQUIREMENTS

Ability to read and comprehend technical manuals.

Ability to hear and comprehend conversation spoken at various tones of voice and various speeds.

Ability to see, write quickly, speak and comprehend conversation and symbols in English.

Ability to read fine print on computer paper and computer terminal and see lights on equipment.

Ability to use hands, wrists, and fingers to write and type.

Ability to walk, stand and sit for periods of time not to exceed two hours consecutively.

Ability to bend, stoop, kneel and squat.

Ability to work in heat, cold, around noise and other undesirable environmental conditions.

Ability to work regularly scheduled and unscheduled overtime work hours.

Ability to deal tactfully with deadlines and interruptions.
