CHARACTERISTICS OF THE CLASS

Under the general direction of a supervisor within the Finance department, performs a variety of accounting activities necessary to maintain basic accounting records, financial data, and payroll/pension processing as required for effective management of fiscal affairs. This position has supervisory and/or total project responsibilities and requires independent judgment. Work is reviewed through audit, observation, conferences, reports, reconciliations with other fiscal records, and from results obtained. Performs other work as required.

 

EXAMPLE OF DUTIES

A. ESSENTIAL FUNCTIONS

Performs payroll maintenance, verification of time sheets and leave slips, processing, and reporting.

Assists the Division supervisor with his/her responsibilities and provides backup for payroll/pension in his/her absence.

Prepares journal entries, reconciles subsidiary accounts, and monitors payroll interface into the general ledger.

Prepares wage statements for works compensation claims and salary certifications for pension calculations.

Performs daily maintenance of accounting records via mainframe and personal computer network accounting software systems.

Performs testing, conversion and implementation of payroll software systems.

Trains and assists department personnel in performing time-keeping functions and addresses work related problems using good judgment.

Prepares required legal documents such as federal withholding tax, State unemployment, and annual retirement reports for police and fire.

Audits travel expense reports for various departments.

Designs and maintains Microsoft Excel Spreadsheets at an intermediate level.

Prepares form letters and division correspondence utilizing Microsoft Word.

Prepares required financial analyses and assists with preparation of financial data for annual audit.

Researches and prepares specialized reports for senior management’s use.

 

REQUIREMENTS

A. TRAINING AND EXPERIENCE

Associate degree (A.A. or A.S.) in Accounting, Finance or Business from an accredited college supplemented by advanced accounting courses and two years of full charge bookkeeping experience, or three years total payroll processing experience, utilizing sophisticated payroll software for a large organization, or an equivalent combination of education and experience determined by the Director of Finance. Local government financial accounting experience preferred.

 

B. KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of bookkeeping and ability to apply this knowledge to work situations.

Knowledge of basic principles and practices of accounting.

Knowledge of the laws, rules and regulations regarding financial record keeping in the State of Florida.

Ability to plan and organize work to meet deadlines.

Ability to prepare and maintain complex financial reports.

Ability to work quickly and accurately to meet deadlines.

Skill in the use of computer based data information systems.

Skill in the use of personal computers or network arrangements.

Ability to work with little supervision.

Ability to communicate clearly both orally and in writing.

Ability to maintain a good working relationship with associates and the general public.

 

C. PHYSICAL AND MENTAL REQUIREMENTS

Ability to hear and comprehend conversation spoken in English.

Ability to sit for long periods of time not to exceed two (2) hours at one time.

Ability to see, read, and comprehend writing and computer printouts in English.

Ability to print or write cursive letters, numbers and words legibly in English.

Ability to lift and carry materials not to exceed 20 lbs.

Ability to clearly speak the English language.

Ability to operate office equipment such as a telephone, computer, typewriter, calculator, microfiche reader and copy machine.

Ability to stand for periods of time not to exceed 30 minutes at one time.

Ability to stoop, kneel and reach overhead for books or supplies.

Ability to control behavior when encountering stressful situations, such as irate, abusive or loud customers, or short deadlines.

Ability to perform at a very high level of accuracy with short deadlines.

Ability to maintain high level of concentration despite constant interruptions.

Ability to be flexible and change job priorities at a moment’s notice.
