CHARACTERISTICS OF THE CLASS
Under the direction of the Assistant City Engineer, performs technical work in the inspection of engineering and construction projects involving both capital improvement projects and development projects. Incumbent performs inspection duties on a wide variety of types of construction projects to ensure compliance with contractual and legal requirements and with the approved plans and specifications. Work assignments are received orally and in writing. Work is performed with some independence within the established policies, procedures, and guidelines. Work is reviewed through observation, conferences, reports, and for results obtained. Performs other work as required.
EXAMPLES OF DUTIES
A. ESSENTIAL FUNCTIONS
Inspects construction relating to sanitary sewers, waterlines, reclaimed lines, stormwater projects, paving, new roads or streets, parks, City buildings, landscaping projects, sidewalks, bike paths, irrigation, upgrading existing systems, and new projects.
Inspects site construction relating to development projects.
Investigates and responds to citizen complaints and inquiries.
Attends pre-construction conference meetings and project meetings.
Observes contractor work and safety practices; requires contractor compliance with approved plans and specifications and identifies areas that need correction.
Communicates with contractors to resolve issues in a professional and respectful manner.
Makes decisions in field; makes appropriate field changes; field inspects "as built" drawings.
Operates City vehicles and equipment; organizes inspection routes; visits multiple job sites daily.
Reviews construction plans for constructability and compliance with City Codes and Technical Specifications.
A. TRAINING AND EXPERIENCEEducation equivalent to completion of the twelfth school grade, supplemented by some college level course work in civil engineering, drafting, or surveying; four years public works and utilities construction project inspection experience at the full performance level, or any equivalent combination of civil engineering education and experience; Level “3” certifications in sanitary sewer collection systems, water distribution systems, and/or stormwater systems preferred; Reclaimed Water Field Inspector and Qualified Stormwater Inspector certifications also preferred. Basic computer and software knowledge to navigate the City’s computer based mapping system (GIS), complete computer based work orders and emails. Must possess a valid State of Florida Driver's license. Applicants who possess a valid out of state driver’s license must obtain the Florida driver’s license within 10 days of employment.
B. KNOWLEDGE, SKILLS, AND ABILITIESAbility to read and interpret engineering plans, specifications, and related construction documents and contracts.
Knowledge of the methods, materials, practices, codes, and techniques involved in public works and utilities construction.
Ability to maintain inspection records and to prepare reports.
Knowledge of City laws, codes, policies, rules, and regulations pertaining to construction projects.
Ability to establish and maintain effective working relationships with others.
Ability to communicate clearly, both orally and in writing.
Skill in the use of materials and testing instruments including skill in making engineering computations.
Ability to use a computer for communication, preparation of reports, maintaining inspection reports.
C. PHYSICAL AND MENTAL REQUIREMENTS
Ability to see and/or read both large and small written and printed characters, letters, numbers, and words.
Ability to print, write, or draw letters, numbers, words, characters, and symbols that are legible and easily understood by others.
Ability to hear and understand conversation spoken in a normal, low and high pitched, whisper and loud tone of voice, as well as accents and rapidly spoken.
Ability to lift, carry, push and pull items weighing between one and fifteen lbs.
Ability to carry items from one point to the other for a distance which may range from less than 10 feet to not more than 300 yards, as well as items that may be considered unwieldy and awkward to grasp or hold on to.
Ability to lift items up to or down from knee, waist, chest, shoulder and above the head.
Ability to hold items (weighing between 1 and 10 lbs.) for a period not to exceed 10 minutes, without putting the item down.
Ability to push and pull items (which may or may not have rollers) for distances not to exceed 20 feet, and such distance may be level, inclined and declines.
Ability to walk, stand or sit for periods not less than 30 minutes, but not more than 8 consecutive hours.
Ability to stand in a stationary position for more than 30 minutes at one time.
Ability to sit for more than 30 minutes at one time.
Ability to walk continuously for more than 10 minutes at one time.
Ability to walk up and down stairs.
Ability to bend, kneel, or squat.
Ability to stay in a bending, kneeling, or squatting position for periods between one and ten minutes.
Ability to go from a standing or sitting position to a bending, kneeling or squatting position, or vice-versa, periodically throughout the working day.
Ability to move back and forth or sideways while in a bending, kneeling, or squatting position.
Ability to learn simple and complex tasks.
Ability to complete tasks unassisted once trained.
Ability to operate a motor vehicles such as automobile, passenger van, and cargo van sizes.
Ability to work regularly scheduled hours.
Ability to work outside of normal working hours to inspect construction activities
Ability to work in small, enclosed, or partially enclosed areas.
Ability to work in areas that may be considered cool or warm for periods of time from ten minutes to eight hours.
Ability to work at levels higher than three feet.
Ability to work around equipment which may emanate microwaves, generate static electricity, emit chemical odors, and may generate constant noise such as humming, tapping, ringing, etc.
