CHARACTERISTICS OF THE CLASS
Under the general supervision of the Planning Manager, performs planning functions involving the gathering and reporting of data and the preparation of this material in graphic form. Work assignments are made both, orally and in writing. Work is performed with considerable independence within established policies, procedures, and regulations. Work is reviewed through observations, reports, and results obtained. Performs other work as requested.
EXAMPLES OF DUTIES
Responsible for graphic representations for official mapping and for special reports and presentations utilizing GIS (ARCMap) database, and spreadsheet software.
Assists the planning staff and the public on issues relating to zoning, the Comprehensive Plan, and other planning issues.
Responsible for the collection and processing of various applications that require review by the Planning and Zoning Board, and other City Boards as needed, including public hearing notifications, advertising, and posting of properties.
Responsible for providing zoning information to the general public both in person and in writing.
Responsible for identifying zoning and non-conforming sites for occupational licenses including rejecting those that do not meet city code.
Assists in the review of concurrency applications and the maintenance of concurrency records.
Acts as the recording secretary to the Planning and Zoning Board and assists in the preparation of Board packages and presentation materials.
Engages in special research projects and other similar tasks.
A. TRAINING AND EXPERIENCE
Graduation from an accredited high school or similar, supplemented by some college level training in planning, engineering, drafting, GIS, cartography or supplemented by at least 3 years experience in a local government planning agency utilizing pertinent local zoning ordinances, or the like. Persons with higher-level education such as an Associate's Degree or Bachelor's Degree in Planning, Geography, GIS, or related field may be preferred and will be given special consideration. Must possess and maintain a valid State of Florida Driver’s license. Applicants who possess a valid out of state driver’s license must obtain the Florida Driver’s license within ten days of employment.
B. KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of technical GIS (ARCMap), Access and spreadsheet applications.
Knowledge of personal computers or the ability to learn the use of personal computers including various GIS applications as well as spreadsheets, Access, and Power Point.
Ability to draft neatly and accurately.
Ability to research and analyze data and present it in graphic form.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to work quickly and accurately to meet deadlines, and to handle multiple tasks as needed.
Ability to establish and maintain effective working relationships with associates, other City employees and the general public.
C. PHYSICAL AND METAL REQUIREMENTS
Ability to hear and understand conversation in a normal tone of voice. Use of senses which include sight and hearing.
Ability to see and read letters, numbers, words, characters or symbols which are both large and small.
Ability to print and draw letters, numbers, words, characters, and symbols - must be legible and understood by others.
Ability to stay in a bending, kneeling, or squatting position for a period of less than 10 minutes.
Ability to go from standing or sitting position to bending, kneeling, or squatting position.
Ability to walk and stand for periods longer than 15 minutes.
Ability to sit for periods 30 minutes or longer.
Ability to lift and or carry items which are considered awkward to grasp or hold on to.
Ability to sit and type continuously for periods longer than 30 minutes.
Ability to look at a computer screen for long periods of time.
Ability to carry on conversations with public and other staff members.
Ability to handle more than one incoming phone call at a time.
Ability to control behavior when encountering stressful situations, such as uncooperative peers, oral presentations, or when encountering necessary deadlines.
